green light なんですが緑信号と訳すのも....
そこを含む文書が今一つ意味が取れません。
CUPSをわかっていないのもあるんですが。

        この行はCUPSに、<parameter>application/octet-stream</parameter>上で
        (<quote>-</quote>で示される、何もしない)<emphasis>Null Filter</emphasis>
        を使うことを指示し、<parameter>application/vnd.cups-raw</parameter>として
        結果をタグづける。この最後のものは、バックエンドでプリンタに接続するためと、
        それにファイルを送信するために扱うために、CUPSスケジューラに対して常時緑信号となる。
        This line tells CUPS to use the <emphasis>Null Filter</emphasis>
