以下のような感じではないでしょうか。

この数値により、ベースとなるモデルの本来のトラフィックサンプルに
比例する形で通信量を増大させる。
このオプションは、送受信されるパケットの構成比（※rate→割合ですが、
趣旨としてはこういうことだと思います）を変更することなく（構成比は、
引き続きベースとなるモデルに基づいた形となる）、再生される通信量を
増加させることを意味する。

確かに、ピンとこないですね。全体の趣旨からして、上記の訳で
よいのではないかと思います。
