やはり「今から当分の間ずっと」という意味を言っているように思えます。
(from) now on と意味が重複していますので「頭痛が痛い」的な文章にも見えますが……。
google で調べても用例はありませんね。
わざわざ the をつけているのですから、どこかで期間や期限のような記述が
あるのではないでしょうか。
(話の内容的に証明書の期限とか)
