記憶違いでした。
HPFSではなく、JFS OS2 modeでした。

あと、別解を考えました。
afp.confには、以下のような誰も使っていない忘れ去られたオプションがあります。
サーバ側のファイルシステムで、ファイル名は大文字のみ、または小文字のみに
してしまえば、そもそも問題が存在しなくなるかもしれません。

       casefold = option (V)
           The casefold option handles, if the case of filenames should be
           changed. The available options are:

           tolower - Lowercases names in both directions.

           toupper - Uppercases names in both directions.

           xlatelower - Client sees lowercase, server sees uppercase.

           xlateupper - Client sees uppercase, server sees lowercase.
