afpd -Vの結果は「普通」だと思います。
一方、afp.confは色々と凝った設定になっているので、
どれかが影響している可能性があると思います。

今、手元のFreeBSD 10.2 / Netatalk 3.1.8 / ZFSの環境で確認しましたが、
ちゃんとロックできます。

# afpd -V

ご覧のとおり、ea = samba以外は、特に何も設定していません。

細かいオプションを外すと、何かわかるかもしれません。
